Readiness 2030 : Europe on the path to strategic sovereignity and the major challenges for Defense Technological and Industial Base (DTIB) 

In the face of a radically transformed strategic environment, the European Union presented, in March 2025 and in line with NATO's level of ambition, the White Paper for European Defence and the ReArm Europe plan, also known as Readiness 2030. This unprecedented initiative aims to close critical capability gaps and build a strong defence industrial base by 2030.

The plan is structured around five key components designed to mobilise public and private resources, with an estimated potential of nearly €800 billion for Europe's security. Flagship measures include a €150 billion loan instrument to help Member States invest in key areas such as missile defence, drones and cybersecurity, as well as an unprecedented degree of budgetary flexibility for Member States.

For the Defence Technological and Industrial Base (DTIB), the stakes are considerable. The plan calls for urgently closing critical capability gaps and supporting the European defence industry, notably by simplifying legislation and reducing administrative burdens so that it can produce at the required speed and scale. The objective is to reach 40% of collaborative defence procurement, thereby creating a genuine European defence market.
